Q42: Dib-u-heshiisiinta Soomaaliya yaa laga rabaa in ay guul ka keenaan? Ma madaxda dawladda federaalka, mise guddiga dib u heshiisiinta? Mase dawlad goboleedayada? Mase bulshada rayadkaa?

J42:  Jawaabtu waa iyagoo dhan, waxayse masuuliyaadku u kala weeynyihiin sida loo kala baaxad weeynyahay. Haddana waxaa hayadahaas ka wada dhexeeya hawl-wadaagnimo (partnership): hoggaannimo (leadership) iyo hawl-wadeennimo (followership). Xoogaggaas isu keeniddooda, isku hayntooda, iyo wada shaqayntooda waxaa laga rabaa dawladda federaalka ah, gaar ahaan Madaxweeynaha iyo Raiisul Wazaaraha.

Tusaale, kolkii guddigu hawl-fulinteeda ku guulaystaan, waa in labaduba wacaan dadka hawsha fuliyey oo ku guulaystay iyagoo bogaadin iyo amaan isagu daraya.

*Hayadahaas oo dhan waa inay wada dejiyaan khariiddada dib-u-heshiisiinta ummadda soomaaliyeed. Marka hore, waxaa loo baahanyahay:

        1.  In biiaddii iyo hab-dhaqankii wada-shaqaynta loo diyaariyo sidii  go’aamo wax ku ool ah loo gaari lahaa. Go’aamo loo doodikaro oo la difaacikaro  oo lagu wada qancikaro oo loo riyaaqi karo (Decisions Framing & Advocating).

2.  In madaxdu dajiso qaabaynta xiriika la doonayo in uu dib-u-heshiisiinta ka dhasho, guddiguna ay ku dul dhisaan hawlahooda xiriika la doonayo in la dhaliyo (Relationship Framing & Building). Gaar ahaan in uu dhasho xiriir wata kasooni, isaaminid, kala gar-qaadasho, isu-garaabid, iyo is-cafin.

3. Hoggaanka qaranku waa inuu hagayo meesha diiradda la saarayo (Mentoring), guddiguna waa inuu dardar geliyo oo degdeg hawlaha ku fuliyaan (agility).

4. In Hoggaanka iyo guddigu xog-is-weeydaarsi joogta ah leeyihiin (cascade & dashboard communicating) si halabuuro iyo talooyin cusub ee xal iyo heshiisiin keena loo gaaro, caqabadahana loo suuliyo.

5.  Hoggaanku in uu gogosha u xaaro danta iyo horumarka la rabo in laga gaaro dibuheshiisiinta. Natiijooyinka la rabo in la helo waa in hogaanku caddeeyo, guddiguna waa inuu hawlaha dib-u-heshiisiinta gaarsiiyo cirifta ugu sarraysa  (peak performance).
